Uganda's Climate Change Overview and Commitments

Uganda, a Least Developed Country in East Africa, spans 241,555 square kilometers and is home to nearly 50 million people. With a largely tropical climate influenced by the Inter Tropical Convergence Zone (ITCZ), Uganda experiences bi-modal rainy seasons in most regions, except the north. In response to the growing threat of climate change, Uganda has taken significant steps to address its impact. The country signed the Paris Agreement in October 2015 and ratified it in September 2016, leading to the submission of its first Nationally Determined Contribution (NDC) in 2015. This NDC was updated in 2020 to reflect Uganda’s commitment to combating climate change through 2030.

Uganda’s updated NDC provides detailed information on the country’s geography, climate, and greenhouse gas (GHG) emissions profile, along with insights into social and economic trends. The NDC update was informed by a thorough stocktake report, which highlighted the performance and emerging issues from the first NDC.

The updated NDC focuses on both adaptation and mitigation strategies. It highlights 48 priority adaptation actions across 13 sectors, including agriculture, forestry, energy, health, ecosystems, water and sanitation, and more. For mitigation, Uganda aims to reduce its national GHG emissions by 24.7% below the Business-As-Usual (BAU) trajectory by 2030, primarily through actions in the AFOLU (Agriculture, Forestry, and Other Land Use) sector, which is expected to contribute 82.7% of the mitigation impact.

Uganda’s mitigation targets include both unconditional and conditional components. The unconditional target, representing a 5.9% reduction by 2030, will be funded domestically, while the conditional target, aiming for an additional 18.8% reduction, depends on international support in the form of financial resources, capacity-building, and technology transfer.

The estimated cost of implementing Uganda’s updated NDC is USD 28.1 billion, with USD 4.1 billion to be mobilized domestically for unconditional actions. The NDC also incorporates gender sensitivity in the selection and prioritization of adaptation and mitigation measures, ensuring that climate actions are inclusive and equitable.
