Rwanda's Climate Change Overview and Commitments
Rwanda, officially known as the Republic of Rwanda, is a landlocked nation in the Great Rift Valley of East Africa, home to approximately 14 million people. In 2011, Rwanda adopted the Green Growth and Climate Resilience Strategy (GGCRS), which outlines the country’s approach to both mitigation and adaptation. The GGCRS is integrated into Rwanda’s National Strategy for Transformation (NST) and forms the basis for the country’s Nationally Determined Contribution (NDC). The GGCRS envisions Rwanda becoming a climate-resilient and low-carbon economy, aligning its actions with the long-term goals of Vision 2050.
Rwanda’s mitigation commitment involves reducing GHG emissions relative to a business-as-usual (BAU) scenario over the period 2015-2030. The latest GHG inventory, reported in Rwanda’s Third National Communication (TNC) to the UNFCCC, estimates total emissions in 2015 at 5.33 million tCO2e, with agriculture, energy, and waste as the main contributors. Under BAU projections, emissions are expected to more than double by 2030, reaching 12.1 million tCO2e.
To address this, Rwanda has set an ambitious mitigation target of a 38% reduction in GHG emissions by 2030 compared to BAU, equivalent to a reduction of 4.6 million tCO2e. This target includes an unconditional 16% reduction, achievable through domestic efforts, and a conditional 22% reduction, dependent on international support.
